Cyberspace, Its Residents and Phenomena: The Emergence of New Paradigm of Legal Regulations

Abstract
The rapid development of the Internet has had a revolutionary effect on all aspects of human life. Global computerbased communications cross territorial borders, create new areas of human activity, and undermine the feasibility of implementation of laws based on geographical boundaries. The structure and characteristics of cyberspace pose some difficulties in terms of the jurisdiction and choice of applicable laws. In this context, the most important challenge and urgent need is to identify the standards of practice to be applied in this environment, taking into account its specific characteristics. The aim of this paper is to explore the role of the law and to find effective ways of cyberspace regulation. The article focuses on jurisdiction issues and discusses some of the major challenges of digital-era legal reality and legal systems. The results of this study show that the law and social changes associated with cybercrime are closely linked. That is why it is crucial to promote global cooperation, to promulgate technology neutral laws and to involve various stakeholders.
